The Last Ten Kilometers: “What it Takes to Improve Health Outcomes in Rural Ethiopia (L10K) Project, implemented by JSI Research & Training Institute, Inc., Ethiopia works in 200 Woredas in Amhara, Tigray, SNNP and Oromia regions to support the Health Extension Program (HEP) of the Government of Ethiopia. L10K, with grants it receives from Bill & Melinda Gates Foundation, USAID, and UNICEF, primarily aims to reduce maternal and child mortalities. Most recently, L10K has received funding to implement the national routine immunization improvement plan (RIIP). The goal of the project is to reduce morbidity and mortality due to vaccine preventable diseases for all children in the first five years of life and for all women of child-bearing age in six targeted zones and one special Woreda, with a purpose to increase access, utilization, and demand for immunization services. Moreover, it will contribute for the effort to eradicate poliomyelitis, to eliminate measles and neonatal tetanus. Hence, L10K would like to recruit a qualified and competent professional for the following position.

Job TITLE: EPI Direct Technical Assistant

GENERAL POSITION DESCRIPTION


In order to support the Federal Ministry of Health’s need for technical support for EPI, a technical advisor is being recruited by L10K project for The Federal Ministry of Health (FMOH) via USAID funding. Under the overall supervision of the EPI case team coordinator and the Director of Maternal and Child health directorate at FM0H, the incumbent will provide direct technical assistance to the EPI case team on all aspects related to strengthening the routine immunization performance and accelerated disease control. The technical assistant will also report to JSI Research and Training Institute lnc/L10K Project Coordinator using agreed reporting template.


DUTIES AND RESPONSIBILITIES


• Support the annual planning process and monitoring performance of the EPI program at the FMoH.


• Provide direct technical support for the development of action plans, to improve national and sub-national RI coverage and reducing the number of unimmunized children with focus on priority low performing zones.


• Delivers timely individual work plan and report.


• Coordinate and coach the support of zonal immunization technical assistants (ZIAs) in selected priority zones with low routine immunization performance. Provide timely technical support and feedback to ZIAs based on their weekly, monthly plan and report


• Provide technical support to regions in strengthening routine immunization and vaccine preventable diseases control – RED micro planning, capacity building (IIP, MLM, DQAS, etc), supportive supervision and monitoring implementation of activities.


• Actively engage in EPI task force and TWG meetings


• Support SIAs in Polio, Measles, meningitis and NNT as appropriate


• Support resource mobilization and fund reimbursement process for RI and SIAs


• Regularly update the L10K immunization Senior Technical Advisor and the Project Director on his/her performance


• Any other tasks under the assignment of the FMoH EPI Team.


• The TA may travel and work 20% of the time to support the regions.
Qualification:


• Master of public health (MPH) with clinical backgrounds (MD, Health officer, or Nurse)


• Minimum of 8 years working experience in immunization and public health, preferably immunization experience


• High level of computer literacy in MS office and Internet applications.


• Understanding the health system and ability to work within the existing structures,


• Effective negotiating, communication and advocacy skills, strong interpersonal skills, and team work orientation.


• Proven ability to use adult learning techniques to train health workers


• Demonstrated ability to organize and execute multiple activities simultaneously and provides deliverables timely.


• Preferably familiarity with quality improvement applications in health


• Ability to handle data and reports


• Training on IIP, MLM, vaccine cold chain management and other related topics are desirable


• Fluency in Amharic and English is required
