The candidate will be responsible for: developing and executing government affairs & policy strategy; coordinating procedures and priorities across business units, ensuring a coordinated strategy that leverages across business capabilities, driving company to government projects, and advising GE businesses on a broad range of regional risk, policy and regulatory issues. The GE Africa Government Affairs & Policy Manager will represent GE's interests before federal and provincial institutions and interact with relevant third parties.

- Lead GE government affairs regional and business initiatives by planning and developing key strategies, implementing actions vis-à-vis federal institutions and regulatory agencies in a wide range of areas including international trade, finance/capital, energy, healthcare, environmental regulations, and intellectual property.

- Guide GE's economic policy formulation and stakeholder engagements

- Coordinate with GE leadership globally, GE businesses and GE regional executives on the development of positions on various issues and implementation of government affairs/policy projects.

- Work with members of the GE Africa team to ensure awareness of key issues and GE positions on those issues, and use their contacts with governments to maximum effect.

- Manage day to day operational requirements in order to ensure legal compliance and best practice in line with GE policy and strategies. Provide functional, technical and managerial support for major activities and projects.

- Build GE brand and understanding of GE capabilities and domain expertise with senior policy makers and influencers.

- Provide expert advice on the workings of the government institutions and decision-making procedures.

- Support sales to governments by helping sales teams tailor GE bids to government needs, marshaling government support and advocacy for GE's bids, and utilizing governmental financing

- Growth Playbook. Identify and quantify top governmental issues for GE and achieve results on those issues and opportunities

- Identify at an early stage emerging regulations and legislation that will affect GE, and ensure business awareness of the potential risks and benefits.

- Ensure GE's point of view is taken into account as governments and international organizations consider energy policies, laws, and regulations.

- Accountable for identifying legislative and business risks and implement interventions to deal and minimize impact on Business.

- Accountable for directing internal and external Stakeholder Engagement & Partnerships related to government affairs and policy matters which impact on the business

Specific Tasks

Under the guidance and direct supervision of the P4 Planning Chief, support UNICEF Ethiopia as part of the Donor Relations/PMU with the undertaking of the following tasks:

· Support the review, editing and finalization of the 61 donor reports due between August 2014 and April 2015. This includes monitoring compliance of implementation with UNICEF programmatic and technical obligations to the donor, and ensuring good quality and timeliness of submissions;

· Take the lead in updating the Ethiopia Country Office’s Resource Mobilization Strategy;

· Contribute to the development and finalization of ad hoc programme proposals and concept notes;

· Support the consolidation, production and timely submission of the 2014 Ethiopia Country Office Annual Report, due by mid-January 2015;

· Support and contribute to other fundraising processes as required.

Methodology

The consultant shall:

· As a member of the team, work with the PMU;

· Coordinate weekly and monthly priority schedule with the Planning Chief;

· Liaise with the Programme Section Chiefs / their OICs and any UNICEF officers identified by them as key in the development of the outputs.

Expected Deliverables

· As per attached approximate schedule and VISION information, 61 donor reports abiding to ECO quality and in line with donor requirements, submitted on time.

· Ad hoc programme proposals, abiding to ECO quality and donor requirements, submitted on time.

· ECO Annual Report finalized and uploaded on the UNICEF Annual Report portal by 31 December 2014.

Reporting

The consultant will be requested to submit monthly consultancy reports and a final consultancy report.

Expected background, Experience and Competency

· University degree in Communication, Journalism, Public Relations, Development Studies or similar fields of work;

· At least 5 years of relevant working experience in a development and emergency assistance environment, including reporting and communication work;

· Previous work experience with UNICEF on Report Writing/Donor Relations is highly desirable;

· Proven proficiency ins spoken and written English;

· Proficiency with Windows System programmes (i.e. word, excel, power point) as well as familiarity with Photoshop editor and office publisher are important assets;

· Skills which are essential for the effective and efficient fulfillment of the assignment: good analytical capacity; excellent editorial skills; high sense of responsibility; capacity to work easily in a team and to communicate and negotiate a common result; capacity to work under pressure; leadership and high facilitation skills; determination to achieve set results amidst competing priorities.

Overview

The Security and Community Coordinator has single-point accountability for all security and community activities relating to the Ethiopian Exploration Program.

Security and Community activities will include support to field based exploration work programs and teams, provision of effective security management and ensuring the maintenance of effective community and security stakeholder engagement.

In particular the role is accountable for ensuring that security and community management activities are undertaken with a very high level of operating discipline according to the Standards, Procedures and approach outlined in the 'Minerals Exploration Way'.

The role:

manages, develops and continually improves the security and community capability within the program;ensures the program has the appropriate capacity and capability to effectively execute the security and community requirements for the program;responsible for delivering program security and community requirements matched to the work program, working closely with the Program HSEC Coordinator and Mineral Exploration Asset Protection Specialist;responsible for the delivery of program security and community requirements according to plan and Standards, Procedures and approach outlined in the 'Minerals Exploration Way' (including 'Success Through Safety');ensures that security and community risk issues and events are understood and managed and controls for material risks are appropriate and effective;develops and verifies performance against the Security Management Plan (SMP) and Firearms Control Plan (FCP);develops and facilitates appropriate security inductions for all program personnel;in the event of an emergency provides single point accountability for security and community liaison interfacing, including communication with the police, military, militia and community stakeholders develops and verifies performance against Project Personnel Relocation Plans;manages security and emergency management for all field activities for the program, including camp and travel security arrangements; maintains and verifies performance against the Project Security Stakeholder Engagement Plan;manages community issues according to the Community Stakeholder Engagement Plan and maintains the Project Grievance Register; provides a written security assessments prior to the commencement of a field activity in a new location to the Program Manager and MinEx Asset Protection Specialist; maintains single point accountability and oversight for the daily liaison and coordination of any police and, military support of exploration program activities, ensuring that they are supported and have the appropriate field disposition to support the work program; is responsible for the daily logistics coordination with conducts a daily security and community briefing during field activities;provides appropriate training and development to the identified Project Community Liaison Officer; monitors regional security atmospherics and provides specific security and community related advice to the Program Manager;assists in the coordination of medical evacuation in line with the Mineral Exploration Field Response Plan (FRP);manages security related incidents according to the SMP and FRP;provides a weekly written security and community report to the Program Manager and Mineral Exploration Asset Protection Specialist;provides a written 'end of field activity' security and community report to the Program Manager and Mineral Exploration Asset Protection Specialist including observations and recommendations;conducts monthly reviews of the SMP and FCP for functionality and provide amendments and recommendations to the Program Manager and Mineral Exploration Asset Protection Specialist; and is a role model with regard the BHP Billiton Charter, Guide to Business Conduct and 'Minerals Exploration Way'.
