1. Topic: Consultancy services: todesign, develop, install and support implementation of school management information system at school for( Phase I : 7 months and Phase II 10 months)

2. Background

EMIS has been functional in Ethiopia for a long period of time. Great improvement has been noted in collecting education data and publishing basic statistics in education annually. MoE has currently educational statistics application software called StatEduc2, implemented in all the Regional Education Bureaus (REBs) of the country. The system is web-based database application system for data entry, storage, and processing.

3. Objectives

Objectives of Education Management Information System (EMIS) in many education systems include ensuring that education stakeholders at all levels can generate and have access to reliable data and information; and that policy makers, education managers and planners use accurate, timely information and relevant data to effectively operate and develop the education system.

4. Qualification of Firm and Experience RequiredThe consulting firm must have developed at least two MIS and web-based applications in the last 5 years. Team Leader/System Analyst- Master’s Degree in Computer Science and related fields-7 years of experience of which 5 years extensive experience in team coordination, system analysis, software design, software development, supply, and installation. Database specialists two- Bachelor’s Degree in Computer Science and related fields-5 years’ experience .Software programmer two- Bachelor’s Degree in Computer Science and related fields-5 years’ experience in software programming. Testing, maintenance and support professional five- Bachelor’s Degree in Computer Science and related fields-4 years’ experience in software testing and maintenance. National and/or International Expert on Education Statistics-5 years’ experience in education statistics and economics of

Summary of Key Functions:

* Implementation of programme support strategies and activities
* Management of the CO implementation support programme and annual NIM audit exercises
* Creation of strategic partnerships for capacity development of national implementing partners
* Provision of top quality policy advice services to the Government and facilitation of knowledge building and management
1. Ensures implementation of programme support strategies focusing on achievement of the following results:

* Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNDAF, CPD, and other documents.
* Identification of areas for support and interventions within the area of programme implementation support
* CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
2. Ensures effective management of the CO NIM audit and implementation support focusing on quality control from formulation to implementation of the country programme achieving the following results:

* Ensures effective application of RBM tools within NIM projects and programmes, monitoring achievement of results.
* Serves as CO focal person for HACT and Coordinates HACT related activities
* Coordination of the annual NIM audit exercise including liaison with implementing partners, CO and Headquarters staff, analysis of responses to audit findings, follow up progress of action plans and their implementation, updating audit results on the CARDS website, and consultation with the audit office on reporting requirements. Design and formulation of NIM implementation support programme, translating UNDP’s priorities into local capacities in line with the PIM manual. Coordination of programme implementation support activities with the implementing agencies/partners. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
* Financial and substantive monitoring and evaluation of programmes and projects, identification of substantive, operational and financial problems, development of solutions. Participation in audit of NIM projects.
* Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
3. Ensures creation of strategic partnerships for implementation support focusing on achievement of the following results:

* Development of partnerships with Implementing Partners, UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society for effective programme Implementation Support based on strategic goals of UNDP, country needs and donors’ priorities.
* Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

* Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
* Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
* Sound contributions to knowledge networks and communities of practice.
* Organization of trainings for the operations/ projects staff on programme issues.
