Background:

PRIME is a five-year, USAID-funded initiative designed to support resilience among pastoralist communities in Ethiopia, and thus enhance prospects for a long-term development in the drylands, where the pastoralist livelihood system prevails. Financed through FTF and GCC, PRIME is designed to be transformative, innovative and achieve scale through market-driven approaches to livestock production and livelihood diversification that simultaneously support dryland communities to adapt to a changing climate. PRIME’s Intermediate Result 4 – Learning and Knowledge Management – aims at developing a robust and meaningful performance monitoring system that enables the project to make better decisions and helps USAID better assess overall project results. Assessing the labor market in PRIME’s areas as well as looking at the enabling environment in which the private sector operates is an integral part of the learning agenda for the project.

Purpose / Project Description:

Based on work from IR3 (Alternative livelihoods) team earlier this year in conducting the Labor Market Assessment (LMA) in the 3 operational regions of the project, the IR4 team is seeking a consultant that can work with the data gathered to edit the initial draft of the assessment report. The LMA is rich in information about the private sector in each of the geographical regions, including employers’ perceptions of people transitioning out of pastoralism, the skills/experience employers are seeking in potential employees, and the type of businesses in these areas. As part of the editing work is to look at the private sector profiles, the consultant will also be tasked with looking at issues within the enabling environment that deal particularly with policies that affect private sector investment in PRIME areas, analyze said policies and provide recommendations for PRIME on which areas that affect private sector investment to focus on policy work.

Consultant Activities:

PRIME is looking for a consultant who will:

Edit the first draft of the Labor Market Assessment report, finalizing it for stakeholder consumptionReview data collected through LMA and institutional survey undertaken by Kimetrica in 2013With IR4 advisor/leader and IIF Manager, identify three private sector policy areas to be analyzedAnalyze three policy areas based on desk reviews and consultation with government and private sector stakeholdersFinalize policy analyses after discussions with IR4 advisor, IIF Manager and COP of PRIME

Consultant Deliverables:

The Consultant will:

Provide a final draft of the LMA report, including annexes and graphsProduce 3 policy analysis that include recommendations for PRIME on areas in which it can work with stakeholders to provide policy support.

General Summary:

AECOM International Development seeks Chief of Party candidates for an anticipated USAID-funded SME Development and Finance Project in Ethiopia. The multi-year program will be aimed at building the capacity of private sector actors to increase firm size, improve management systems and practices, as well as increase overall business efficiency and productivity. The program will also feature a component aimed at developing innovative financial products to meet unmet demand for finance to further promote private-sector led growth.

AECOM seeks a Chief of Party with experience in the following technical areas:


Private Sector Development/Capacity Building (with emphasis on SMEs)
Business Development Services
Financial Sector development
Financial product development (e.g. leasing, insurance, warehouse receipts)
Qualifications:

· Ten to fifteen (10-15) years of strong program and/or technical component management experience on USAID-funded economic growth programs related to private sector development and financial sector development with a focus on SMEs.
· Master’s degree or higher in a relevant field (Economics, Finance, MBA etc.).
· Demonstrated technical expertise in one of the areas outlined above.
· A strong working knowledge of development and foreign aid, with emphasis on the priorities of USAID.
· Experience managing complex economic growth projects. Experience in Africa preferred.
· Fluency in written and spoken English required. Amharic language skills highly desirable though not required.
· Strong management skills and excellent interpersonal and written communication skills.
