Position: Technical Officer, Yekokeb Berhan Program for Highly Vulnerable Children
Reports to: Project Director, Yekokeb Berhan Program for highly vulnerable Children
Duty station: Bahirdar
Duration of the Yekokeb Berhan Program is May 2016 – August 2016
Project summary:
The Yekokeb Berhan (YB) – Highly Vulnerable Children (HVC) program, is a five year program implemented by Pact in Ethiopia with PEPFAR/USAID funding. The long term vision of the YB–HVC program is to have a child focused social welfare framework in place in Ethiopia that allows all children, including those that are highly vulnerable, to thrive. The program goal is to ensure highly vulnerable children and their families can access quality and appropriate services and are empowered to lead healthy, productive and fulfilling lives.
As a sub-partner to Pact on the YB program, FHI 360 is responsible for providing technical assistance, training, mentoring and supervision and overall capacity development in health, nutrition, psycho-social support, child protection, shelter and care, and development and technical assistance on regional child well being data management system . The technical assistance is provided in coordination with Pact and Child Fund.
Job Summary:
The Technical Officer is responsible for providing technical assistance to partners in their assigned in region Amhara. This position implements the day-to-day components of the program work plan in their respective technical area (Health, Nutrition & Food, Child Protection, Psycho-social support and Alternative Child Care/Shelter& Care) and works closely with implementing partners, regional and local government and community care coalition to provide support in the implementation of a comprehensive Coordination of Care System and support programs for HVC in the Amhara region.
Main duties and responsibilities:
- Leads the implementation of HVC care and support components of assigned technical area (Health, Food and Nutrition, Psycho social support, Child protection and Family Based Child Care /Shelter & Care).
- Leads monitoring efforts of the technical program component and provides technical supervision to field officers, community care coalition, volunteers in assigned Amahara region to ensure full compliance with program standards.
- Leads community capacity building and other relevant stakeholders towards HVC care and support including community based monitoring and evaluation of progress and sustainability of promising practices.
- Ensures work plans, budgets, reports, program monitoring and evaluation and other program reports are completed in a timely fashion to a high standard.
- Participates in review of regional documents regarding HVC program.
- Participates in the smooth transition of Yekokeb Berhan program sites
- Develops detailed monthly, quarterly and annual technical work-plans for HVC care and support in implementation sites and participates in program evaluations and assessments.
- Works closely with implementing partners in strengthening coordination of care system at woredas level.
- Works with implementing partners and community care coalition to undertake community asset mapping, service mapping, and identification of existing at community and service mapping, including government resources and networking.
- Ensures information sharing mechanism is in place and regularly shared among stakeholders.
- Assists in development of indicators to track the functionality of the Coordination of Care System.
- He/she may be called on for some national consultations on specific areas, at least occasionally.
- Participates in the coordination research as well as monitoring research data collection process to ensure field procedures are being followed, provide guidance to team workers.
- Works on cross cutting issues
- Undertakes any other responsibilities assigned to whom by his/her supervisor
- Masters or Bachelor’s degree, preferably in public health, social work or other relevant field.
- Experience in orphan and vulnerable children care support programs, particularly in one of the following fields: Health, Nutrition & Food, Child Protection, Psycho social support and Shelter& Care/ caring children without adult care.
b) Knowledge, skills & abilities:-
- Strong program management skills.
- Demonstrated experience in and implementing community-based program interventions, particularly in one of the following fields: Health, Nutrition & Food, Child Protection, Psycho-social support, Shelter& Care , and Alternative Child Care/
- Proven experience and effectiveness in the planning and facilitation of trainings.
- Strong technical capacity building skills and training skills.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV, OVC and communities.
- Demonstrated experience in full range of research activities including design, data collection, data analysis and interpretation.
- Fully proficient computer skills including use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Outlook and Excel, internet etc.
