Save the Children has a small global advocacy office in Addis Ababa (alongside offices in Brussels, Geneva, and New York) that is registered with the Ministry of Foreign Affairs under the name of “Pan African Office”. The office has responsibility for (i) engaging with international and regional institutions such as the African Union Commission and the United Nations Economic Commission for Africa, and (ii) providing support to Save the Children programmes across the African continent. Job Title: Education and Humanitarian Advocacy Officer

Job Summary:


The role holder will work as a member of the Save the Children International Africa Union (AU) Liaison and Pan Africa Office team based in Addis Ababa, Ethiopia. S/he will support the Humanitarian and Education Advocacy theme in the delivery of projects on the promotion of the rights to education for children affected by humanitarian situations; including children affected by armed conflict (CAAC), children on move, and the overall advocacy for the protection of the rights to education for refugee children in Africa at the AU level.


KEY AREAS OF ACCOUNTABILITY


  • With a focus on education and the right to protection for children affected by humanitarian situations in Africa, especially conflicts. The program officer will:

  • Support the developing of an AU and Pan Africa annual advocacy work plans and messaging for AU events and used in Save the Children International Offices and other civil society organizations(CSOs) working at country level in providing education for refugee children and those migrating and/or in transition.

  • Build functional relationships with regional level economic blocks including IGAD, ECCAS, SADC, and ECOWAS as well as civil society organizations working with them to prioritize education for children affected by humanitarian situations on the continent.

  • Support the develop a reference document on strategic engagement at the AU Commission humanitarian events by the Departments of Political Affairs, Peace and Security Council and Human Resources Science and Technology; including advocacy tactics and actions for engaging bilaterally or collectively within particular AU missions who have made commitments on providing refugee education at the World Humanitarian Summit in Istanbul and UN General Assemblies on refugees.

  • Map AU, Regional and National level opportunities and develop an action plan and influencing plan for prioritizing refugee in targeted countries.

  • Produce ongoing progress reports on monthly and quarterly basis,

  • Organize regular meeting either virtually or face to face with partners to coordinate activity and to contribute to engagement plans.

QUALIFICATIONS AND EXPERIENCE


Essential


  • Masters or Degree Undergraduate degree in Law, Social Sciences or Education. A Master’s degree preferred.

  • Minimum 2 years of policy research and/or advocacy experience.

  • Excellent oral and written communication in English. Working knowledge of French is an advantage

  • Experience working on humanitarian and education issues at Pan Africa, Regional or National levels within an NGO, AU or UN agency.

  • Have a demonstrated strong understanding of the AU’s education, migration and refugee frameworks, as well as human rights instruments, are highly desirable.

  • Proven experience in producing high-quality evidence-based policy positions and briefings

  • Demonstrated experience in policy research, analysis,

  • Experience organizing high-level events.

  • Experience of external representation and effective relationship building at a senior level and a consultative, collaborative approach will be essential.
