Euroconsult Mott MacDonald and its consortium partners are positioning themselves to tender for the technical assistance project for the implementation of "Monitoring Environment and Security" (MESA) in Africa.

The overall objective of the programme is: “to support African decision-makers and planners in designing and implementing national, regional and continental policies and development plans towards sustainable development, thereby advancing the socioeconomic progress and well-being of African populations towards achievement of the Millennium Development Goals (MDGs).” The purpose of the MESA programme, is: “to increase the information management, decision-making and planning capacity of African continental, regional and national institutions mandated for environment, climate, food security and related responsibilities by enhancing access to and exploitation of relevant Earth Observation applications in Africa.”

We are looking for an Administrator for this project (full time, 40 person months over 48 months, start December 2012). Background

Oxfam has been working in Shinile zone for 9 years, an area regularly affected by drought. The livelihood strategy for 2012 focus on Oxfam capacity to respond to chronic and long term needs by improving the income of the poorest pastoral, agro-pastoral and drop-out households. In addition, Oxfam will be looking at increasing its capacity to respond to immediate basic needs in the field of food security/protection of livelihoods in case of emergency.
The area being highly prone to natural disasters, any sustainable impacts will pass by having a community based disaster risk reduction approach and by having an integrated approach for both Wash and livelihoods.

Job purpose

To lead implementation of the livelihood intervention, including needs assessment, design, implementation, monitoring and evaluation in Shinille zone of Ethiopia. You?ll liaise and work closely with the Public Health team to ensure an integrated approach for the overall area. Developing effective networks within Oxfam and with appropriate external bodies. This will impact directly on programme delivery and quality through leading implementation and providing technical support to livelihoods staff.

Key responsibilities

? Be a key player in linking the 2012 Livelihood Shinile strategy with the 5 years livelihood strategy.
? Programme design and planning to deliver livelihood programs in line with Shinile 2012 strategy.
? Proactively ensure that livelihood programs are implemented in a consultative, participative and gender sensitive way.
? Proactively ensure that DRR is mainstreaming within every livelihood intervention.
? Ensure a high quality, aiming at reaching Sphere standards, with a strong focus on community involvement and accountability.
? Follow up closely the evolution of the context and of the needs to suggest adjustment in Oxfam livelihood intervention.
? Develop food security emergency response capacity.
? Represent Oxfam to regional and district technical Bureau, WFP, and other NGO staff at field level by delegation from the PM.

 Rightly or wrongly much has been said about the poor quality of education at all levels in Ethiopia today. It is hard to deny that students are increasingly less able to perform well on national exams even though passing grades are constantly kept in the lower quadrant of the percentile.


In relation to reduced academic performance however is another growing problem that is as much a threat to the potential negative effect that it can have on the effectiveness of the educated workforce. This challenge arises from the increasingly wide acceptance of a range of cheating mechanisms on all academic fronts.


From cheating at grade schools, to coercing or seducing teachers at the elementary and tertiary levels, to bought term papers and post graduate thesis papers the idea of academic integrity seems to be a quaint anachronism on levels of academia.


A reliable source who wished to remain anonymous brings to light a particular form of institutionalized cheating with several private schools in Addis Ababa: bribing examiners to look the other way so that students can cheat to score well on national exams.


These schools are thus able to claim record numbers of high grades to attract new enrollment while the students go on to perpetuate the heritage they have received by coming with even more creative ways of  cheating in their further education.


“Many parents don’t look beyond the grades their children get and are constantly pressuring schools to ensure high grades without pausing to wonder how such grades may be achieved. Indeed it is unlikely that many parents would even recognize or care about the implications of such measures as long as their children are able to go on to higher education” noted the source.


It may be wrong to give the impression that cheating is a new thing in the academic setting said Ato Berhanu, a long time teacher at a large public school.


“In my thirty seven years of teaching, I have encountered all forms of cheating and I am sure that the more successful cheaters were never even caught. I think that the only thing that concerns me is the new attitude that students have towards being caught cheating. In the past it used to be a shameful thing for a student to be caught cheating and the stigma in and of itself used to serve as a deterrent. My current students however seem to see little wrong with cheating or even with being caught. Most of them want to say sorry and laugh it off and consider me a troublemaker for making it an issue” he noted.


Worse, and more concerning according to Haile, who claims to have had a opportunity to study the matter in some detail, is the issue of term papers and thesis for sale at the tertiary level.


“There are a selection of business and so called ‘thesis consultants’ that are doing nothing more than selling papers for various academic projects. I personally now and have spoken to many under the guise of wanting to commission a Master’s Thesis and I have found several consultants willing to perform the task at prices ranging from 4000 to 6000 birr depending on the final form that I was seeking “he said. Term papers cost much less, anything between 500 birr to 2000 birr according to Haile.


“What I particularly noted in my study of the issue for a project is the relative ease with which I was able to find these consultants and their confidence in arranging terms. I understand from this that they have little fear of any potential consequences to the service that they provide be it for them or for their clients” he added.


It is very hard to control the issue according to Negash, an instructor at a private college in Addis Ababa. “Instructors are aware of the market for term papers and indeed some of the less ethical ones may even be involved in the market, but see no way of curbing the problem unless they catch students obviously ignorant of the material they are presenting although most thesis papers that are bought from suppliers come with their own power point presentations” he said.


While the ultimate consequence of such a system is to be seen in the work place and the constant lament of employers on the incompetence of new graduates entering the work place.


Sadly, however, the trend seems to be growing ever larger in scope instead of diminishing. A new and growing front is the one that involves applications to international universities and scholarships funds.


‘Scholarship Consultants’ are officially intended to offer guidance on ways to access available scholarships and the correct procedures for applying for them’ explains Haile.


Unfortunately however this relatively benign sounding service usually includes dubious practices which mean that all aspects of the application package including the personal statements, and cover letters are prepared by the consultant for usually very steep prices he added.


While the efforts of the consultants may win their paying clients the places that they covet in the international institutions of higher education it will nonetheless not be borne out by their subsequent performance and hence will ultimately hurt the applicants as well as creating a negative image that will affect future applicants from Ethiopia.


All aspects of this problem ultimately reflect on the low confidence that students have in the system that has educated them and their desire to find shortcuts instead of doing it the hard way. What cannot be denied however is that it does not bode well for the potential that today’s students have as tomorrow’s teachers and leaders.

July 18, 2012 - The situation in Syria is rapidly deteriorating, according to media reports. At meeting in three-story building in Rawda, near President Assad’s home, a brazen bombing killed top government officials, including the defense minster, and the brother-in-law of the President, Bashar al-Assad. Several other people very close to the President are also believed to be seriously wounded.


The Syrian Defense Minister Daoud Rajiha, a Christian, had held his post for less than a year. The loss of Assef Shawkat, the president’s brother-in-law, married to his sister Bushra, is a far more debilitating blow to Damascus, according to analysts. Gen Shawkat was not only the mastermind of the crackdown against the rebels, but the man who oversaw it.


It is also reported that Hisham Ikhtiar, the director Syria’s national security chief, and Interior Minister Mohammad Ibrahim al-Shaar, were among those critically injured, and may have died in the attack.


World powers are concerned that a sudden collapse of the regime could trigger an escalation of sectarian slaughter in Syria, which is run by the minority Alawite sect, and which in turn is supported by many well armed minority groups that have traditionally sided with the regime – Christians, Druze, and Kurds. 70 percent of Syria's 26 million people are Sunni, and many fear sectarian slaughter if the Syrian state were to collapse.

Project Description


 1.         The project takes an integrated approach to urban environmental improvement in vulnerable coastal towns of Bangladesh which suffer deficits in basic urban services and are severely at risk to the impacts of climate change. The project will provide climate resilient municipal infrastructure with key investments in water supply, sanitation, drainage, urban roads and bridges, solid waste management, slum improvements, and transport facilities.  The project will strengthen local governance and capacity for sustainable service delivery and urban planning as well as improve natural disaster preparedness. The Local Government Engineering Department (LGED), with extensive experience in managing Asian Development Bank (ADB) urban projects, will be the Executing Agency for the Project. Pourashavas (secondary towns) and/or city corporations will be the implementing agencies. A project steering committee, chaired by Secretary LGD, will include key government stakeholders to provide overall guidance during the PPTA. 


2.         The expected impact of the project will be improved access to municipal services in coastal towns including (i) water supply, (ii) sanitation, (iii) drainage, (iv) urban roads and bridges, (v) solid waste management, (vi) slum improvements, and (vii) transport facilities (i.e., boat landings). The outcome will be populations in coastal towns with more reliable and climate-resilient services. The outputs will be: (i) improved municipal infrastructure with climate-resilient designs; (ii) strengthened local governance and capacity for sustainable service delivery and urban planning; (iii) awareness raising and behavioral change in climate change adaptation and disaster risk preparedness, water conservation, and hygiene activities; and (iv) project management and administration support. The project design will target women and the poor.


 3.         Climate resilient designs will focus primarily on water supply, sanitation, and drainage subsectors. Climate resilient infrastructure in coastal towns would result in the following: (i) surface and/or groundwater sources complying with government saline standards, (ii) less water logging and flooding, (iii) less environmental pollution from wastewater discharged out of flood prone areas, etc.


Responsibilities include:


Water Supply and Sanitation Specialist/Team Leader (7 person-months) will oversee the tasks described in paras 3-12 of the attached TOR document. The team leader will be an experienced water supply and sanitation engineer with demonstrated experience in leading ADB project preparatory technical assistance in similar projects. As the team leader, in close coordination with the deputy team leader, he/she will lead the TA, and is responsible for overall management and supervision of the study team and quality control of all deliverables. He/she will ensure that all tasks in the TOR are performed, and will coordinate with government counterparts and ADB project officer, and prepare a comprehensive, high quality feasibility study with preliminary engineering designs, and project proposal acceptable to ADB and the government in a format suitable for ADB loan processing. As a water supply and sanitation expert, he/she will be required to (in coordination with other team members) (i) review current status of water supply and sanitation availability, lead necessary feasibility study and make recommendations for improving water availability from groundwater or surface water sources, and propose appropriate sanitation improvements, and assess demands for improvement with consideration to climate change adaptation; (iii) incorporate climate resilience into water supply and sanitation components, where applicable; (iv) estimate costing of relevant components including incremental cost for climate adaptation in water supply and sanitation; (v) propose an institutional and implementation framework for operation and maintenance with special attention to tariffs and financial sustainability; and (vi) propose a appropriate procurement plan for the water supply and sanitation components. The team leader will have at least 15 years of international experiences in water supply and sanitation planning and design work in projects, including in Asia, with a postgraduate degree in civil engineering or related degree.  Experiences on working as team leader for complex donor-funded projects, especially those related to climate change adaptation, are highly desirable.


Essential Selection Criteria:



  • Previous experience of working in Bangladesh and ADB PPTAs;

  • Post graduate in Civil Eng. (Ph.D preferred) with 15+ years of experience in WATSAN;

  • Any work experience with LGED would be preferred;

  • Experience in designing preliminary designs for watsan infrastructure (If any experience in other areas such as SWM, roads, slum improvement, transport would be preferred) + Preparing feasibility studies + Climate resilience + institutional development and capacity building + cost benefit analysis of subprojects;

  • Experience with donors including ADB

Ethiopian Government Communications office says Prime Minister Meles Zenawi is in a good health condition and he will be back to his post in a few days. In a press conference today at the government communication office, Government Communication Affairs Minister Bereket Simon denied the speculations that the PM is terminally ill. 


“He recently had a health problem that needed professional attention. In that respect, he has been given the necessary medical treatment. At this point, his health condition is very good. His doctors advised him to take some rest and stay away from his day-to-day activities,” Bereket told journalists.


He stressed the cause for his illness is a workload the PM has shouldered for the last several decades. The ambitious Growth and Transformation Plan (GTP) and the recent continuous international conferences he has been attending have contributed for his exhaustion, according to the Minister.


“He has been exhausted from decades of continuous workload and responsibilities. On top of that, for the last few years, we have been trying to implement the ambitious GTP plan in all sectors. That required non-stop commitment. In addition, the PM has been participating in several international conferences. He has been traveling and attending meetings and workshops without rest. Usually, when he gets back from his international functions, he immediately goes to his office and resume his work. That is the kind of person the PM is. That created a visible exhaustion,” Bereket said.


The PM, 57, has a record of being active in the politics starting from the age of 17, the time when he joined the gorilla fighters. He also has a record of hard work and commitment among his officials, which might be the main factor for his dominance in the ruling party.


As a result, Berket said that the PM has been exhausted for quite some time and that caused his illness. “I can tell you that he is in a very good condition. We are hoping to have him back in a few days after his rest. I cannot tell you the exact time he will resume his work, but I am sure it is very soon,” he said.


The Minister also rejected the speculation that the PM has a brain cancer. “He does not have a brain cancer. I cannot specify his illness, but it is caused by exhaustion,” he said.


The minister also said that there would be no power transition because of this incident. “He is still in charge and he will not cut his stay in office short. EPDRF has a schedule for power transition at the end of this five year and, until then, the PM will stay in office,” he said.


The Minister did not mention the whereabouts of the PM, saying that he is at a place where he can get appropriate treatment for his illness. However, he declined the speculation that the PM has been receiving treatment for the last ten years. “He did have a check up now and then, just like any of us. His illness was caused recently and we hope it will go away soon. He never had a serious illness before this,” he said.

Muslim protesters against government interference in religious affairs staged the latest of a series of mosque sit-ins in the Ethiopian capital on Sunday, saying police had arrested dozens in the run up to this weekend's African Union summit, according to Reuters.


Two activists told Reuters the sit-in - in protest at the government's promotion of the moderate Al Ahbash branch of Islam over other doctrines - had already been surrounded by police although there had been no clashes as yet on Sunday.


Online activists, who have been using social media to call for demonstrations, have reported several deaths during previous clashes, and published several pictures of injuries they claim are those of victims.


"They have arrested dozens, even hundreds, of protesters in the past few days, while police fired teargas and fired rounds to disperse the crowd," one activist, calling himself simply Hassan, told Reuters. Two other activists gave similar accounts.


Protests are uncommon in tightly-controlled Ethiopia and the unrest has caused concern in a predominantly Christian nation of 84 million that takes pride in centuries of coexistence. The government fears hardline Islam is taking root in the Horn of Africa country, which has long been seen by the West as a bulwark against militancy in neighbouring Somalia.


Hassan said the planned sit-ins were held in a number of mosques throughout the capital, including the Awoliya mosque, where the first protests took place late last year.


Government officials were not immediately available for comment on Sunday, but a state news outlet said security authorities have arrested "extremists who tried to disrupt the (AU) summit."

Euroconsult Mott MacDonald and its consortium partners are positioning themselves to tender for the technical assistance project for the implementation of "Monitoring Environment and Security" (MESA) in Africa.

The overall objective of the programme is: “to support African decision-makers and planners in designing and implementing national, regional and continental policies and development plans towards sustainable development, thereby advancing the socioeconomic progress and well-being of African populations towards achievement of the Millennium Development Goals (MDGs).” The purpose of the MESA programme, is: “to increase the information management, decision-making and planning capacity of African continental, regional and national institutions mandated for environment, climate, food security and related responsibilities by enhancing access to and exploitation of relevant Earth Observation applications in Africa.”

We are looking for a Technological Specialist (intermittent, 16 person months over 48 months, start in December 2012) for this project. The tecnological specialist (TS) will be intermittently based in AMESD HQ in Addis Ababa. His/her role will be essential in ensuring to the project internal consistency from the technological point of view. In this objective, in particular, he/she will have to actively contribute to the preparation and closely monitor the implementation of the supply contract and of the service contract for the training.

Experience in the applications of telecommunication and earth observation;

 Addis Ababa is overwhelmed with conference tourism. From all international events hosted in Addis Ababa last year, the ongoing 19th AU leaders’ ordinary session might hold a special place for several reasons. With a theme of “Boosting Inter African Trade”, the summit is continuing from last July 9. It concludes on the 16th.


Thanks for Malawi’s refusal to entertain Sudanese President Omer Hassan Al-Bashir, who is wanted for genocide and crimes against humanity by the International Criminal Court (ICC), Ethiopia gets to host the AU summit twice in a raw. Since Bashir is a good friend of the country (sometimes the ruling party and the country are interchangeable), he couldn’t find a place safer than Addis Ababa.


Many might think since Ethiopia is not a signatory state for Rome Statute, which is a constituency document for the ICC, it does not have an obligation to hand over Bashir or any other suspect for that matter. However, for the country, Bashir is a family and Ethiopia wouldn’t hesitate to risk its good name as well as credibility to entertain him. Besides, it wouldn’t be fair to blame Ethiopia, since it was the AU itself that was offended by all ICC charges on Africa and refused to recognize and cooperate for any of them. In fact, AU was quick to lobby against the arrest warrant claiming that ICC entirely targeted African countries and the arrest of Al Bashir will worsen the situation in Darfur.


 The Union also had a resolution defending Bashir with a statement like ‘AU member states shall not cooperate with the ICC in the arrest and surrender of President al-Bashir of the Sudan’. Malawi was accused of violating this resolution by prioritizing its obligation to ICC than its continental commitment. In fact, Malawi did not hide the reason for its refusal to host Bashir, which is a threat by western donors to cut back some serous cash if the country refuses to hand over Bashir. AU immediately decided to move the venue from Lilongwe to Addis Ababa.


 If any one claims African countries lack solidarity (unless there is charity in the picture), this should persuade them to reconsider their thought. African heads of states might hate each other’s guts, fight for minor causes every now and then, support each other’s enemies and stab their neighbors in the back. But when it comes to exposing each other’s crimes, they stick together like no other. That is what real family is all about, right?


Regardless, there is another superpower that might benefit from the venue shift of the AU summit. This provided another golden chance for the continents current beloved friend China to glamor again. Since the shiny 200 million dollars Chinese built AU head quarter still has a lot to show and African leaders didn’t get enough of thanking the Chinese government, this is an opportunity to admire the generosity and architectural faculty of China.


For Ethiopians, this Summit has a lot to do with their internal politics. This was our chance to stop the rumor about PM Meles Zenawi illness. Since Ethiopians are not entitled for many of the information that directly affects their future, finding the truth requires relating facts and coming to some sort of conclusion.


For the last several weeks, the health of the PM has been an issue for the public. The rumor by the social Media that the PM is in a critical condition reached the public and created a serious uncertainty and suspicion. During the opening of the summit today, all eyes were on the leaders hoping to find the friendly Meles greeting other African leaders. To the disappointment of many, that did not happen. Instead, Deputy prime Minister and Foreign Affairs Minister Haile Mariam Deslgne showed up alone. If this proves that Meles Zenawi is as ill as the social Media are trying to put it, then Ethiopians might have some serious issues to think over.


Whether likely or unlikely true, Ethiopian officials have released several informal statements saying the PM is simply exhausted and taking rest. Still, the old saying goes there is no smoke without fire. The rumors and PM’s absence in several recent events in the past weeks and now in AU summit hosted by his nation, might tell a different story than what officials are trying to establish.


For ordinary citizens of Addis Ababa, who might not have any interest or benefit from the summit, the case is quite different. Whenever such a major event is hosted in Addis Ababa, for many it means no transportation, long hours of traffic and most annoyingly mistreatment from the federal police. The events will make Addis like a war zone. The federal police wearing military uniform and holding long lashes will show residents the most unwelcome face possible. Most federal police officers in Ethiopia seem to have a military order not to smile at any Ethiopian. The funny part is that they are extremely nice to the foreigners or cars with a VIP budge. The rest is nothing but a distraction for them. Their attitude is never asking cooperation from the residents. It is more like get out of our faces, don’t make anyone see you and you should stay at home


For the residents who mostly are on the run of finding a daily bread, these attitudes are as disturbing as it gets. But confrontation is never an option. Rule number one in Ethiopia is ‘don’t mess up with the federal police’. The safest road will be doing what they say and telling them they are right. These niceties might get residents wherever they want to be peacefully.


All in all, the summit will conclude tomorrow. For the leaders of Africa and the delegates who will be back to their countries, things will get normal a lot faster. For Ethiopians though, until they see their PM on the public sphere again, going back to normal might take time. At the minimum, they are set to waste several office and coffee hours gossiping about what and if regarding the health and whereabouts of PM Meles Zenawi.

GOAL Ethiopia


GOAL has been working in Ethiopia since 1984 implementing a range of development and nutrition response activities, including working with street children, pastoralists and rural small holders. Currently GOAL is implementing development programmes in three rural areas of Ethiopia and a Street Children's programme in the capital, Addis Ababa. Development programmes have a strong focus on health, nutrition, WatSan, and livelihoods, with particular emphases on integration of activities and community participation as a core feature of activities. Cross cutting issues include gender, the environment, child protection and HIV/AIDS. GOAL Ethiopia utilises a strengths based approach to all development activities, and increasingly so in humanitarian response s.


GOAL Ethiopia operates a complex multi-faceted emergency/humanitarian response programme that focuses on health, WatSan, nutrition and livelihood responses. Through this programme, GOAL has developed significant expertise in Community based Management of Acute Malnutrition (CMAM), including capacity building of MoH staff, nutrition surveys and assessments and supplementary feeding activities. GOAL currently works in four regions of Ethiopia - Oromia, Amhara, SNNP, and Somali regions, and overall GOAL Ethiopia currently works in approximately 15 locations throughout Ethiopia.


Currently GOAL Ethiopia's major funders are USAID/OFDA, Irish Aid/MAPS, Irish Aid/EHAF, HPP and ERFS, EU, Comic Relief, EU/ECHO and UNOCHA and GOAL, plus a number of smaller donors. Funding for 2012 is about €11m, with total committed funding for 2012/13 of about €16m. GOAL Ethiopia employs 584 Ethiopian staff and has three full time expatriate staff, plus a small number of expatriate staff on short term contracts supporting ongoing responses.


Dolo Ado, Somali Region – Refugee Response


Since January 2011, a combination of a severe drought and insecurity in Somalia has driven over 300,000 Somalis into Ethiopia, Kenya, Djibouti and Yemen – raising the total number of registered Somali refugees in the region to over 982,000. The influx of refugees overwhelmed the already poor host communities; Ethiopia and Kenya were also suffering from the worst drought to hit the region in 60 years. Famine was declared in six areas of southern Somalia in July 2011, but humanitarian assistance in the south was extremely limited until late September 2011, when there was a massive scale-up of the response. In 2011-12 Over 115,000 refugees fled across the Somali border into Ethiopia and more than 155,000 Somali refugees are now dispersed in five camps in Dolo Ado. The refugees from Somalia arrived in an extremely vulnerable position, with many families losing children to malnutrition en route or after arrival in Ethiopia.


In Dolo Ado in mid-2011 a combination of high acute malnutrition and a clinically confirmed measles outbreak led to crude and under five mortality rates five times the rates normally seen in stable refugee camps. While the number of deaths among children under five has decreased since the dramatic levels seen at the height of the influx earlier last year, the most recent nutrition surveys have found prevailing high levels of malnutrition. Due to the acute emergency faced by new arrivals, adults are also facing higher rates of malnutrition and are being considered for entry into targeted nutrition programs, rather than as part of the normal health services .


GOAL is operational in three locations in Dolo Ado – preregistration, transit and Boramino camp. Transit and preregistration sites are in Dolo Ado town, Boramino is some 22km away. Transit and preregistration sites are where newly arrived refugees start the registration process prior to transfer to Boramino camp. Regular Activities include wet blanket supplementary feeding and treatment for those suffering from severe and moderate malnourishment.


General Description of the Role


To support the logistics function in GOAL's response in Dolo Ado with the aim of: 1.Providing effective and timely logistics support to all programmes in relation to supply chain, assets, premises, fleet management, communications and safety & security; 2.Ensuring that all GOAL logistics tasks are carried out in compliance with the GOAL and donor requirements; 3.Continuing to improve logistics systems that are in place and amending as necessary; 4.Ensuring that GOAL offices are adequately set up; 5.Serving as the security focal point for GOAL Dolo in assistance to the Country Director; 6.Building the capacity of the GOAL logistics team through their respective supervisors.


Key Duties


General

To familiarise self and comply with all the policies outlined in the GOAL Logistics Manual and relevant donor requirements;To identify training needs and support training to all logistics staff and management team on the GOAL Logistics Manual & GOAL Dolo Security procedures;To oversee the completion of the required reports and submission of the monthly logistic reports to the Country Director and GOAL Dublin.

Procurement

Ensure all GOAL staff are trained in order-planning and are aware of the main procurement procedures;Implement and coach a logistics supply team in effective systems for management and prioritisation of incoming orders;Ensure extensive supplier and market reviews are carried out and a preferred supplier list are established;Ensure that all logistics personnel are trained in donor procurement guidelines and that all procurement activities adhere to these;Ensure that all procurement files are completed as per logistics manual and financial requirements.Ensure that order tracking sheets (PDTS) are communicated to relevant personnel.

Fixed Assets Management

Ensure that all procedures and documents pertaining to Asset Management as per the Logistics manual are in place and being followed;Ensure on going update of the fixed Asset Register.

Vehicle and driver Management

Ensure that all aspects of driver and vehicle policy are implemented and adhered to;Ensure that all car movements are well planned and plans are adhered to;Ensure that checks related to safety of vehicles are carried out on a regular basis;Ensure that a car / motorbike maintenance plan is set in place and executed to set standards;Ensure that timetables are in place for renewing of insurance / taxation / road licences etc and that vehicles at all times comply with relevant legislation;Ensure that vehicle usage is controlled and monitored (including fuel usage, etc);Ensure that all relevant monthly reports are compiled on time.

Stocks & warehousing

Ensure implementation of all store management procedures and associated documents in line with GOAL Logistics Manual;Educate & coach relevant staff in store management systems.

Premises management

Oversee management of all logistic aspects related to office compound and guesthouses in all locations through supervision of logistics team;Oversee implementation of generator management system - including system of Total Cost of Ownership, and mechanical efficiency analysis.GuardsTechnical supportFollow up power requirements & generators

Communication systems

Ensure that all GOAL personnel are monitored and trained in communication operations and procedures, and that these procedures are adhered to.

Auditing

Do an internal audit of logistics procedures on a regular basis (minimum quarterly) to ensure that systems are being properly implemented;Work with visiting audit staff to ensure that issues are addressed within required timelines.

Security and Safety

Act as the Security Focal Point for GOAL Dolo Ado on a daily basis (the Country Director remains overall responsible on security matters);Ensure that security guidelines for Dolo are regularly reviewed, updated where necessary, and implemented;Monitor security at all field locations on a daily basis, advising CD of any incidents that occur;Compile weekly security report (combined with general logistics report) and issue to CD;Follow up incident reporting (safety & security incidents) in all bases and ensure that copies of all reports are filed;Ensure that all logistic measures have been designed and implemented in order to ensure safety of all staff.

Technical Support

Where possible, Logistics Coordinator and logistics department should look to develop technical expertise in relevant areas (with support from GOAL Technical Support Unit TSU where necessary) which can provide additional support to projects and programmes;Focal point for any visits from security and logistics representatives of GOAL TSU.

Requirements


Essential:

1+ years of overseas logistics experience with an International NGO;Appropriate skills and experience in the capacity building and training of staff and of developing and implementing systems;Knowledge of project management, vehicle management, communications systems, IT, procurement, stock control and management systems;Experience of working in insecure environments and knowledge of security management systems and approaches for NGOs;Ability and willingness to travel, including to insecure environments;Strong computer skills in Microsoft packages, including Word, Excel, and Outlook;Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions;Positive attitude towards challenges, ability to work under own initiative to find solutions.

Desirable:

2+ years of overseas logistics experience with an International NGO, including 1 year as Logistics Coordinator;Masters Degree in relevant subject;Hands-on experience in areas such as repairing/maintaining vehicles, computer and communications systems setup an advantage;Experience in proposal development, budget preparation and report writing desirable.
